Rohde & Schwarz Topex is the Rohde & Schwarz Center of Competence for developing and implementing Voice Communication Systems (VCS) dedicated to Air Traffic Control, Air Force Operations, Railway and other Safety Critical infrastructures. We offer to our customers worldwide state of the art turnkey VCS solutions which are integrating in-house developed software and hardware with COTS server and switching platforms. For our organization of about 350 employees we are looking for an experienced HR Manager to partner with the management team and to run the local HR operations.

Your tasks

  • Develop & Implement HR Strategy (Romania): Align local HR objectives with the global group's strategy, focusing on talent acquisition, retention, development, and employee experience, tailored to the unique needs of the local R&D, Systems Engineering, Project Management, and Production teams.
  • Global HR Initiatives Integration: Collaborate with the HR Business Partner (Munich HQ) to adopt, adapt, and implement global HR initiatives, ensuring seamless integration with local practices and providing tailored support to meet both local and global business objectives.
  • Lead the Local HR Team: Supervise, motivate, and develop a high-performing HR team (currently 3 team members) and oversee Talent Acquisition, wellbeing initiatives, internal communications in Romania, ensuring delivery of excellent support services across the organization.
  • Operational Efficiency: Continuously review and improve local HR processes, leveraging global HR systems and technologies where possible to enhance efficiency and employee experience.
  • Employee Development & Engagement: Design and implement local training programs, career development pathways, and engagement initiatives, aligned with global HR's approach, to promote a culture of innovation and excellence.
  • Succession Planning: Develop and manage succession plans for critical local roles, ensuring continuity and growth, in collaboration with global HR's succession planning framework.
  • Employee Relations: Manage employee conflicts, grievances, and disciplinary actions in accordance with Romanian labor laws, ensuring fairness, consistency, and compliance.
  • Audit & Compliance Reports: Prepare and submit reports as required to both local management and the global HR function, maintaining accurate and detailed HR records.

Your qualifications

  • Bachelor’s Degree in Human Resources, Business Administration, Law, Psychology, or a related field. (Master’s Degree preferred).
  • Minimum 8 years of HR experience, with at least 3 years in a leadership role, preferably in a multinational company.
  • Proven track record in managing HR activities within a global group structure, ideally with experience in supporting R&D, Systems Engineering, and Production environments.
  • Strategic thinking with the ability to translate global business objectives into local HR strategies.
  • Excellent leadership, communication, and interpersonal skills, with the ability to work effectively in a global, multicultural environment.
  • Proficiency in HRIS systems, Microsoft Office, and familiarity with global HR technologies.
  • Strong analytical and problem-solving skills, with the ability to navigate both Romanian labor laws and global group policies.
  • Fluent in Romanian and English; German is a plus.
