The National Broadcasting and Telecommunications Commission (NBTC) in Thailand modernizes their spectrum monitoring

The National Broadcasting and Telecommunications Commission (NBTC) of Thailand oversees the nation’s telecommunications and broadcasting sectors. As the regulatory authority, the NBTC is responsible for drafting policies and regulations to ensure efficient and reliable communications services for the people of Thailand.

To effectively fulfill this responsibility, the NBTC required a robust system capable of verifying compliance with transmitter licensing parameters and guidelines. A critical need was the ability to detect, identify, and trace the source of any violations or radio interference. This led to the requirement for a mobile system that would allow for remote expansion of monitoring capabilities.

The system needed to support remote operational needs for users at NBTC headquarters, encompassing the interception, detection, localization, and identification of electromagnetic interference from a wide range of modern communication signals. This functionality would be further enhanced through integration with a comprehensive database and a geographic information system (GIS).

A long-term partnership: Rohde & Schwarz delivers mobile R&S®ARGUS spectrum monitoring systems to NBTC

The Rohde & Schwarz solution:

Mobile R&S®ARGUS spectrum monitoring systems provide the NBTC with remote expansion capabilities, increasing the convenience and efficiency of their operations. These systems fully comply with ITU recommendations, including measurements and evaluations aligned with ITU guidelines for frequency, bandwidth, field strength, and occupancy – as well as violation detection and statistics.

The open interface of the R&S®ARGUS system software serves as the central system interface and is interoperable with third-party systems, such as a spectrum management solution and a user database.

Each monitoring station covers a wide frequency range. At its core is an R&S®DF550 wideband direction finder, providing both direction finding and signal monitoring. This receives signals from a compact R&S®ADD253 correlative interferometer direction finder antenna mounted on the roof, creating a practical mobile platform.

The 26 new mobile stations can be combined to form a single sensor network or operated individually, offering flexibility in monitoring approaches.

The results:

In 2022, the Thai regulatory authority NBTC further expanded its spectrum monitoring capabilities by adding R&S®ARGUS systems to 26 vehicles. This builds on a long-standing partnership with Rohde & Schwarz, which has supplied the NBTC with seven spectrum monitoring vehicles utilizing R&S®ARGUS systems since 2014 – ensuring the authority can keep pace with advances in communications technology and the growing number of radio services.

This solution enables the NBTC to effectively verify compliance with licensed parameters and guidelines for transmitter systems, contributing to improved availability and network quality. Any violation or source of radio interference can be reliably detected, identified, and tracked.
